Main Objectives

1.      Operational Program Analysis and Coordination

–        Documents and analyzes routine program operational processes for Community Living programs such as Targeting and Key, TCLV, and HUD 811 PRA, including evaluating efficiency, effectiveness, alignment with other Community Living programs, and evaluation and development of program policy and procedures, consulting with senior team members, as needed.

–        Identifies weaknesses, discrepancies, and opportunities for performance improvements in Community Living programs. Makes recommendations for improvements of program requirements, processes, or procedures, and program alignment as well as Identifies Community Living system updates needed to collect data for consideration by senior team members or supervisor.

–        Communicates with team members, external partners and stakeholders regarding operational program issues such as alignment issues, deficiencies, or needed program changes with guidance from senior team members or supervisor.

–        May assist in the training and mentoring of junior staff on operational program analysis.

2.      Program Metrics Identification, Tracking, Data Collection and Documentation and Data Analysis

–        Identifies routine deficiencies and discrepancies between existing and needed data/documentation and makes recommendations for improvement.

–        Collaborates with team and external partners such as DHHS to discuss necessity and reasonableness related to collection of data/documentation, with guidance from senior team members.

–        May assist in the training and mentoring of junior staff as it relates to identifying, documenting, and analyzing program metrics.

3.      Monitor program funds balances and provide performance forecasting

–        Monitors program funds balances and performs routine performance forecasting for each Community Living program such as Targeting/Key, TCLV, and HUD 811 PRA by monitoring funds and unit utilization rates used to update and recommend budget projections, propose adjustments to contracts with DHHS, propose adjustments to program rental assistance rates, establish assumptions to forecast future account balances and funding needs, to forecast unit utilization, with some guidance from senior team members.

–        Identifies weaknesses, discrepancies and opportunities for improving monitoring of program fund balances and performance forecasting of Community Living programs and makes recommendations to senior team members.

–        Communicates with team members and participates in meetings with DHHS about program funds balances and performance forecasting, providing updates on expenditures, utilization, and proposed adjustments needed to stay on budget for each Community Living program.

–        May assist in the training and mentoring of junior staff on monitoring of program funds balances and providing performance forecasting for Community Living programs.

4.      Regulatory Requirements and Compliance

–        Monitors compliance of regulatory and Agency requirements for Community Living programs such as Targeting and Key, TCLV and Section 811 PRA, using reports and checklists to monitor, track, and document compliance.

–        Reviews participant certifications and supporting source documents for accuracy, following Agency rental monitoring protocols, with some guidance from senior team members.

–        Identifies weaknesses, discrepancies and opportunities for improving compliance monitoring of Community Living programs and makes recommendations for improvements to senior team members.

–        Communicates with external partners and stakeholders such as DHHS and/or program participants about regulatory compliance findings with guidance from senior team members.
–        May assist in the training and mentoring of junior staff on monitoring for regulatory compliance

5.      Reporting and Data Quality

–        Designs and creates reports for routine analysis of data for Community Living programs such as Targeting and Key, TCLV and HUD Section 811 PRA.

–        Works with Agency Business Intelligence team to utilize analytical tools such as Tableau to design reporting solutions, with guidance from senior team members.

–        Identifies weaknesses, discrepancies and opportunities for enhancing reports and improving data quality of Community Living programs and makes recommendations for improvements to senior team members for approval.

–        Communicates with team members, external partners and stakeholders such as DHHS to discuss reporting and data quality issues with guidance from senior team members.

–        May assist in the training and mentoring of junior staff on reporting and data quality.

6.      Program Documents

–        Drafts and proposes updates to program documents such as policy and procedure manuals, Targeting Unit Agreements (TUA’s), Owner Agreement to Participate (OAPs), and Property Profiles used to establish program/funding source requirements. Reviews submitted program documents from the team, for completeness and accuracy, consulting with senior team members on conclusions.

–        Identifies weaknesses, discrepancies and opportunities for improving program documentation for Community Living programs and makes recommendations for improvements to senior team members.

–        Communicates with team members, external partners and stakeholders such as DHHS about issues with program documentation with some guidance from senior team members.

–        May assist in the training and mentoring of junior staff on review of program documents.

7.      Line of business systems

–        Performs routine tasks such as running reports and monitoring system dashboards utilizing line of business systems such as: CLIVe, Vacancy & Referral (V&R), Rental Compliance Reporting System (RCRS), HUD 811 PRA module with guidance from senior team members.

–        Identifies weaknesses, discrepancies and opportunities for improving Community Living line of business systems and makes recommendations for enhancements to senior team members.

–        Communicates with team members, external partners and stakeholders such as DHHS about needed changes to line of business systems with guidance from senior team members.

–        May assist in the training and mentoring of junior staff about using and evaluating line of business systems.

8.      Technical Assistance

–        Provides technical assistance to DHHS, LME/MCO’s, property owners and management agents, and other partners and stakeholders on routine topics about Community Living programs such as Targeting program, Key assistance, HUD 811 PRA, Transitions to Community Living (TCL) on regulatory requirements, program operations best practices, household eligibility, income limits, rent restrictions, tenant selection requirements, and Agency data and documentation requirements

–        with guidance from senior team members.

–        Communicates with team members, partners and stakeholders such as DHHS regarding basic or routine technical assistance topics  such as on eligibility requirements, and income and rent restrictions, with guidance from senior team members, when needed.

–        May assist in the training and mentoring of junior staff on providing technical assistance.

9.      Training

–        Plans and creates training content on routine topics such as Community Living requirements and procedures on programs such as Targeting program, Key assistance, HUD 811 PRA, for property owners, management agents and stakeholders. Makes recommendations to senior team members and supervisor about changes/updates to training.

–        Attends Community Living trainings to increase knowledge and proficiency in programs such as Targeting, Key assistance, HUD 811 PRA policies and procedures and increase experience and exposure to a training environment.

–        May facilitate/present training on routine policies and procedures and answer routine questions, with guidance from senior team members, when needed.

–        May assist in the training and mentoring of junior staff as it relates to the facets of training.

10.   Funding Opportunities

–        Performs routine research and analysis of funding opportunities for Community Living, including federal, state, and private sources, identifying and evaluating Notices of Funding Availability (NOFA), including eligibility, efficiency, effectiveness, and alignment with Community Living needs and priorities, consulting with senior team members, as needed.

–        Uses analysis and experience to identify opportunities, weaknesses and discrepancies that need to be addressed in order to create a competitive response to NOFA’s and makes recommendations for consideration by senior team members or supervisor.

–        Participates in discussions with team members, partners and stakeholders regarding funding opportunities lead by senior team members.

–        May assist in the training and mentoring of junior staff on identifying and applying for funding opportunities.

11.   Focus Areas

–        Has a general understanding of the fundamental requirements of all Community Living team focus areas.

–        Works in specific focus areas assigned by supervisor, performing routine tasks specific to the focus area such as Targeting Program & Key Assistance, TCLV, Section 811 PRA, consulting with senior team members, as needed.

–        Strengthens knowledge and understanding of the requirements of a focus area by reviewing written procedures, following instructions when performing tasks, recommending updates and improvements of processes and procedures to senior staff for consideration.
–        May assist in the training and mentoring of junior staff as it relates to focus area tasks

Education & Experience*

Bachelor’s degree in a related field such as Public Administration, Urban Planning, Social Work, Real Estate management or development and 2+ years of experience in the fundamentals of affordable rental housing, such as affordable housing management or related field, rental subsidy administration, social work, public administration, a human service-related field, supportive housing, Public Policy/Planning. General experience with Targeting Program & Key Assistance, TCLV, and Section 811 PRA is preferred.

Knowledge, Skills, & Abilities

·        Good knowledge of Federal (HUD, RD) and state affordable rental housing regulations and Fair Housing

·        Good ability to perform basic data analysis including basic descriptive statistics and use of database programs, pivot tables and report writing

·        Good understanding of the fundamentals of Tableau

·        Good project management skills

·        Strong knowledge and use of Microsoft Excel, Word, Outlook, and PowerPoint

·        Good ability to work in a team environment

·        Good time management skills attention to detail

·        Strong verbal and written communication skills
