The Housing and Neighborhoods Department is committed to improving and maintaining the quality of life and environment for all Raleigh citizens through a variety of programs and activities throughout the city. The Housing Programs Manager role is key to the successful implementation of housing and community development programs and services and oversees the Loans Unit of the Community and Small Business Development Division, which is responsible for loan management and housing loans programs. Many activities are carried out through third parties, involving contracts and contract administration, loan agreements and loan administration, and the issuance of NOFAs and RFPs. Work also includes implementing elements of the City’s Strategic Plan relative to affordable housing and ensuring compliance with federal regulations and local and departmental policies.

About Us:
The Community and Small Business Development Division of the Housing and Neighborhoods Department administers the City’s housing and community development programs funded with local and federal funds. These resources support a wide range of programs that add value in the community, including first-time homebuyer loans, financing for affordable rental housing, rehabilitation of existing housing stock, housing initiatives for people experiencing homelessness, and other public services.

Our Department provides funding for the creation and preservation of affordable housing and for services and programs benefitting low to moderate income persons. Additionally, the Department codes to ensure safe and decent housing and carries out neighborhood revitalization and community engagement and enrichment activities.  The City receives entitlement dollars from the U.S. Department of Housing and Urban Development (HUD) to support programming for homeowner rehab and repair, resources for first-time homebuyers, down payment assistance, and Low-Income Housing Tax Credit (LIHTC) gap financing. In addition, City of Raleigh utilizes local resources, including an $80 million housing bond, to support affordable housing activities and programs.

Duties and Responsibilities

  • Manages the City’s affordable housing programs by tracking the budget, beneficiaries, schedule of expenditures, HUD compliance requirements, loan repayments, and monitoring the process for federally-funded loans and projects to ensure continuing financial and programmatic compliance
  • Coordinates with staff to ensure beneficiary and other data is accurately entered into the Integrated Disbursement Information System (IDIS) and that deadlines for the commitment or expenditure of HUD funds are met
  • Oversees allocation of HOME, CDBG, and local funds to ensure an open and competitive application process and implements policies, procedures, and internal controls to ensure compliance with federal and city requirements
  • Supervises unit staff and managing unit work plans, providing leadership and staff training. This position will supervise four direct reports and oversees developer proposal evaluations, including financial analysis, project feasibility, developer capacity, and financial strength.
  • Facilitates loan administration, supervises the underwriting of loans, and manages the City’s loan portfolio by tracking the collection of scheduled loan repayments and collection of delinquent loans and reporting performance to management and Finance. Additionally reviews loan servicing reports for accuracy and completeness and manages the City’s third-party loan servicing contract providing direction on the management of loans
  • Liases with attorneys in bankruptcy filings and foreclosure procedures
  • Oversees of homebuyer assistance loan programs for first-time homebuyers and homeowner repair/rehabilitation loan programs as well as the Joint Venture program for the construction or rehabilitation of multi-family units using Low-Income Housing Tax Credits

Typical Qualifications

Education and Experience:
Bachelor’s Degree in real estate, urban planning, construction management, business administration, affordable housing or directly related field and five years of community development experience related to assignment and two years of supervisory experience

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Preferred Qualifications:

  • Experience in development finance and programming
  • AICP, NDC Housing Development Finance Professional Certification, or other related professional certifications

  • Federal housing and community development programs, including HOME, CDBG, and LIHTC
  • Real estate and/or affordable housing finance, including but not limited to financial analysis and underwriting, deal structuring, and compliance with federal regulations
  • Microsoft programs, including Windows accessories and PowerPoint
  • Excellent interpersonal skills to establish and maintain effective working relationships with staff, other departments, elected officials, the media, and the public
  • Project management and time management, including planning, organizing, evaluating and implementation
  • Communicating information effectively both verbally and in writing, including public presentations
