Community Development Performance Administrator
POSITION DESCRIPTION

Full-time with benefits

Salary range: $65,075.00 – $100,879.00 Annually
Hiring range: $65,075.00 – $82,977.00

The Community Development Performance Administrator is responsible for planning and reporting federal, state, and local grant programs, including the U.S. Department of Housing and Urban Development (HUD) Five-Year Consolidated Plan, Annual Action Plan, and Consolidated Annual Performance Evaluation Report (CAPER) for the department.

The successful candidate is proficient with ensuring the department’s programs and activities comply with grant program requirements, recommending policies and procedures, and updating grant and project status. The candidate is responsible for corresponding with HUD on compliance with Federal regulations and eligibility issues; facilitating advisory board meetings; establishing, measuring, analyzing, and tracking annual measurement statistics, program goals achievement and outcomes; analyzing and maintaining records and data.

DUTIES/RESPONSIBILITIES
Duties and responsibilities include and are not limited to:
• Operates as department subject matter expert on grants administration.
• Administers grant programs to ensure compliance with federal, state, and local grant programs.
• Facilitates drafting and developing the Annual Action Plan, Five-Year Consolidated Plan, Consolidated Annual Performance Evaluation Report (CAPER), and other grant reports.
• Assists with establishing, measuring, analyzing, and tracking Performance Measures and Outcomes.
• Facilitates monthly advisory meetings.
• Presents at City Council and neighborhood meetings.
• Performs other related duties as assigned.

MINIMUM QUALIFICATIONS AND EXPERIENCE
• Bachelor’s degree in Business or Public Administration, or directly related field OR equivalent experience.
• Five years of experience administering and/or reporting federal, state, and/or local funded programs and activities.

ADDITIONAL PREFERRED SKILLS
• Master’s Degree in Public Administration, Business Administration, or related field preferred.
• Experience working with Federal, state, and local grants management and reporting (i.e., CDBG, HOME, ESG, HOPWA, CAPER, Annual Action Plan).
• Experience working with the Federal Integrated Disbursement Information System (IDIS).
• Experience working with governmental organizations/agencies.
• Strong customer service skills for both internal and external clients.
• Intermediate skills in Microsoft Office (specifically Word, Excel, and PowerPoint).
• Strong organizational/project management skills.
• Strong oral and written communication skills.
• Ability to work under pressure and respond to deadlines.
• Demonstrated ability to work in diverse communities with a variety of community stakeholders.
