SALARY RANGE: $54,000 – $60,000 annually
BENEFITS COMPENSATION: $14,868 annually

JOB SUMMARY:
- Develops and maintains a system of fiscal control over a variety of diverse program accounts, each having a different funding source.
- Work includes the supervision of accounting technicians in the maintenance of financial records concerning the receipt, expenditure and balance of federal, state and local funds.
- Prepares financial status reports requiring the application of a variety of federal, state and local regulations, policies and procedures.
- Participates in the preparation of budgets by advising Program / Deputy / Executive Directors of previous costs and expenditures.
- Performs independently under the general supervision of the Executive Director, and is evaluated through review of records, reports, monitoring review by funding source for conformance to regulations, policies and procedures.
- Responsible for planning, directing, coordinating and supervising the operations of the Finance Department including accounting, purchasing, investments and budget activities.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
- Prepares monthly, quarterly, semi-annual and year-end financial reports.
- Plans, organizes and reviews the work of accounting technicians involved in payroll preparation, pre-auditing of purchase orders, invoices, vouchers and the general maintenance of accounting journals.
- Monitors receipts, expenditures and payroll functions.
- Prepares internal and external financial reports per the request of the Deputy / Executive Directors, Governing Board and Funding Sources.
- Assembles data for and prepares budgetary request and supporting information for review by the Deputy/Executive Directors.
- Serves as financial advisor to the Deputy/Executive Directors.
- Makes recommendations for approval of updates, changes, etc., to the accounting manual.
- Conducts employee evaluations of the Accounting Technicians on an annual basis.
- Maintain and ensure that copies of all funding contracts, grants and amendments are available.
- Responsible for the CAA’s computerized financial system.
- Approves vouchers for payment; prepares year end journal entries; and reviews journal entries made by Accounting Technicians.
- Coordinates annual audit procedures; prepares and provides all information requested by the auditors.
- Provides training and technical assistance to Accounting Technicians when necessary.
- Reviews financial records of each program and provides recommendations to the Project/Deputy/Executive Directors.
- Ensure that the property/inventory is conducted annually and maintained for each program.
- Conducts at least two audits every six months of the program year and report findings to Deputy/Executive Directors.
- Maintains an updated financial status report on all programs.
- Prepares agency financial report and presents it to the Governing Board at their regularly scheduled meeting.
- Prepares indirect cost proposal annually and submits to the Executive Director.
- Updates job descriptions of Accounting Technicians and presents them to the Executive Director for review and approval.
- Fulfills other financial responsibilities as assigned by the Executive Director.
KNOWLEDGE, SKILLS AND ABILITIES:
- Thorough knowledge of general laws and administrative policies governing general financial/accounting practices and procedures.
- Thorough knowledge of the principles and practices of accounting and budgeting in non-profit organizations.
- Ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms and records.
- Ability to prepare informative financial reports.
- Ability to plan, organize, direct and evaluate the work of subordinate employees.
- Ability to establish and maintain effective working relationships with staff.
- Ability to conduct financial long-range planning.
- Thorough knowledge of the grant process from application through grant administration.
- Thorough knowledge of established governmental budgeting and bookkeeping practices and procedures.
- Ability to understand, interpret and apply law and regulations governing the maintenance of financial records.
- Ability to plan, supervise and instruct Accounting Technicians in record keeping and other accounting procedures.
- Ability to perform year-end procedures.
- On-hand computer experience.
EDUCATION AND EXPERIENCE:
Graduation from an accredited college or university with major coursework in accounting or business administration and considerable, progressively responsible experience in finance administration or accounting. Meets requirements for Certified Public Accountant.
