Join our team and make a positive difference in the City of Raleigh community! We are hiring a Redevelopment Manager to oversee the Housing Redevelopment unit within the CSBD Division. Responsible for spearheading public-private housing initiatives and City-led redevelopment projects that involve affordable housing components, the Housing Redevelopment unit works closely with other City departments such as Planning & Development, the City Attorney’s Office, and variety of external partners to manage various real estate development and construction projects. Work projects include redevelopment of City-owned land and capital improvements of City-owned affordable housing assets.
The Redevelopment Manager’s role is key to the successful implementation of housing and community development programs and services. Many activities are carried out through third parties, which involves contracts and contract administration, loan agreements and administration, and the issuance of NOFAs and RFPs and other instruments. Work also includes implementing elements of the City’s Strategic Plan relative to affordable housing and related areas and ensuring compliance with federal regulations and local and departmental policies.
The ideal candidate will have professional experience and interest in the following areas:
- Real estate development, finance, or valuation
- Housing market analysis; transit-oriented development
- Social impact investing or community development venture capital

- Public-private partnerships and development incentives
About Us:
The Housing and Neighborhoods Department is committed to improving and maintaining the quality of life and environment for all Raleigh citizens through a variety of programs and activities throughout the city. The Department provides funding for the creation and preservation of affordable housing and for services and programs benefitting low to moderate income persons. The Department enforces codes to ensure safe and decent housing and carries out neighborhood revitalization and community engagement and enrichment activities.
Duties and Responsibilities
- Manages the City’s public-private housing initiatives and City-led redevelopment projects that involve affordable housing components.
- Establishes excellent working relationships with relevant partners, such as staff in the Planning & Development Department, City Attorney’s Office, outside counsel, and a variety of other external partners
- Collects and analyzes housing and real estate market data, cost and budget analysis, and financial underwriting of projects
- Releases notices of funding availability (NOFAs), requests for proposals (RFPs), and requests for bids (RFBs).
- Manages capital improvements and overall property/project management activities related to the City-owned affordable housing units, including the scattered-site affordable rental portfolio and the Studios at 2800
- Oversees construction and post-construction project compliance, managing beneficiary data, lending volume, unit production, and upcoming projects
- Creates and updates policies and procedures related to Section 3 monitoring, Davis-Bacon monitoring, and other construction and compliance activities
- Supervises unit staff, manages unit work plans, and provides leadership and staff training
Typical Qualifications
Education and Experience:
Bachelor’s Degree in real estate, urban planning, construction management, business administration or directly related field, five years of community or real estate development experience, and two years of supervisory experience.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Supervisory Responsibilities:
This position supervises up to four direct reports.
Licensing and Certifications:
- Valid North Carolina Class C Driver’s License with a satisfactory driving record, or the ability to obtain within 60 days of hire
Preferred Qualifications:
- AICP, NDC Housing Development Finance Professional Certification, or other related professional certifications
- Experience with U.S. Department of Housing and Urban Development (HUD) programs and requirements

- Excellent interpersonal skills to establish and maintain effective working relationships with staff, other departments, elected officials, the media, the public, and the development community
- Project and time management, including planning, organizing, evaluating and implementation
- Communicating information effectively verbally and in writing, including public presentations
- Federal housing and community development programs, including HOME, CDBG, and LIHTC
- Real estate and/or affordable housing finance, including but not limited to financial analysis and underwriting, deal structuring, and compliance with federal regulations
- Utilizing Microsoft programs, Windows accessories, and PowerPoint
ADA and Other Requirements:
Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.
Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Working Conditions:
Work is performed in both the field and in an indoor office environment with moderate exposure to extreme temperatures and travel.
