2026 NC Affordable Housing Conference Keynote Speaker: Alexander Hermann
We are excited to announce Alexander Hermann as our keynote speaker for the 2026 NC Affordable Housing Conference! Hermann is a Senior Research Associate at the Harvard Joint Center for Housing Studies, working on projects related to housing markets, affordability and housing policy. Hermann has been a researcher at the Center for over a decade and has helped lead the Center’s flagship annual report—The State of the Nation’s Housing—since 2017.

Federal Updates
House Passes 21st Century Road to Housing Act
In a 396-13 vote, the House passed its revised version of the 21st Century Road to Housing Act last Wednesday. The updated bill pulled back some of the Senate’s restrictions on investors buying up single family homes and excluded the bipartisan Reforming Disaster Recovery Act. It’s not clear if it would have a path forward in the Senate. A number of Democrat and Republican senators have expressed disapproval with the amended bill. House Appropriators Release FY27 THUD Bill with Significant Cuts to Vital Housing Programs
Last week, the House of Representatives Committee on Appropriations released their fiscal year (FY) 2027 Transportation, Housing and Urban Development (THUD) spending bill which provides annual funding to critical HUD services and programs that communities rely on for affordable, accessible housing, rental assistance, homelessness services and more. The proposal includes an 8% cut in funding – over $5.94 Billion less funding than what was provided for Housing programs in FY26. Sign on to the Federal Appropriations Sign-on letter here and urge your representatives to fund Housing instead of cutting funding and further risking the housing stability and lives of so many across the country. The House THUD subcommittee markup has been delayed to next Thursday, June 4.
Sen. Warren & 20 fellow Democrats send letter to Scott Turner in Opposition of Notice of Proposed Rulemaking
Last week, Senator Elizabeth Warren (D-MA), Ranking Member of the Senate Banking, Housing, and Urban Affairs Committee and 20 fellow Senate Democrats sent a letter to HUD Secretary Scott Turner opposing HUD’s notice of proposed rulemaking that would allow the broad implementation of work requirements and term limits on rental assistance, further restricting public housing benefits and rental assistance for families in need under the Trump Administration.

NC Legislature Passes Dangerous Bills on Constitutional Amendments for Income and Property Taxes
Last week, the House and Senate passed SB1080 and HB1089, two bills that propose amendments to the North Carolina constitution. SB1080’s amendment would cap the maximum income tax rate at 3.5% statewide, and HB1089’s amendment would require the legislature to enact a statewide property tax levy limit. If these bills become law, voters in this year’s midterm elections will decide whether the amendments become part of the state’s constitution. Hendersonville Housing Summit | Wednesday, May 27, 5:30 – 7:00 p.m. at Hendersonville High School. Learn more here. The event will feature an unveiling of the City of Hendersonville’s community-driven Strategic Housing Plan, an overview of new housing initiatives, and an opportunity to provide input to strengthen collaboration around housing affordability challenges. The summit is free and open to non-profit service providers, business representatives, government leaders, developers, lenders, affordable housing advocates, community members, and anyone committed to expanding and improving housing in Henderson County and across Western North Carolina.
