Preliminary Summary of Housing Funding in Early Draft of FY23-25 Budget

  • Lawmakers in the North Carolina General Assembly (NCGA) released a draft budget for the FY 23-25 biennium on the evening of Monday, September 18, 2023. After several extensions and weeks of conferencing and negotiation, a conference report was published on Wednesday September 20, and voting is set to take place on Thursday September 21, and Friday September 22, 2023. Below is an overview of a few key housing budget items. These figures could change and staff will update them accordingly.

The budget includes several allocations to organizations providing housing or transitional housing services to individuals with disabilities, individuals experiencing homelessness, and various Habitat affiliates. It also includes a policy fix, it increases the project caps for the Workforce Housing Loan Program (WHLP). Developments in a low-income county as designated by NCHFA will have a project loan cap of $3 million (previously $2 million), a project loan cap of $2 million in moderate-income counties (previously $1.5 million), and $500,000 in a high-income county (previously $250,000).
