Organizational Updates
Thank You for Attending the NC Affordable Housing Conference!
Thank you to the nearly 1400 of you who showed up October 22 & 23 in Downtown Raleigh at our NC Affordable Housing Conference! It was a pleasure to see all of you in the hallways, workshops, and at our Annual Dinner and Breakfast. In spite of the volatility and uncertainty around so many of the resources we rely on to do this work, it is continually encouraging to see your creativity and to hear about all the ways you are overcoming obstacles. The policy work that we do relies heavily on support from our broad coalition of members, and we need all of you in this effort to make sure that we have the resources and the policies we need to make housing a reality for folks across North Carolina.
Federal Updates
CALL TO ACTION: Sign on to a letter urging Congress to pass disaster funding! Due on November 6.
Add your organization to NLIHC’s letter urging Congress to pass a disaster supplemental spending bill for disasters in 2025, 2026, and ready the program for future disasters in 2027!
The “Reforming Disaster Recovery Act” (RDRA), passed as part of the “21st Century ROAD to Housing Act,” which became law on July 11th. This bill authorizes the Community Development Block Grant-Disaster Recovery (CDBG-DR) program for three years and establishes a standing Long-Term Disaster Recovery Fund. It also enacts many key changes that will ultimately create a long-term recovery and mitigation program that is faster, fairer, and forward-looking.
On the heels of this historic, bipartisan and bicameral legislation, Congress must now fund the program so that survivors can access the resources they and their communities need to get home and whole! Sign-ons are due by November 6th, this Friday!
State Updates
Election Resources
Today is Election Day! Polling places across NC are open until 7:30 p.m. this evening. Any voter in line at their assigned polling place at 7:30 p.m. will be able to vote. North Carolina voters will be asked to show photo ID. You can confirm you’re registered to vote, find your assigned polling place, and view your sample ballot using the NC State Board of Elections Voter Search tool. For details about the 2026 election in North Carolina, check out You Can Vote’s nonpartisan voter guide.
Housing Bonds on the Ballot
We know of housing bonds on the ballot this year in Buncombe County ($40 million), Raleigh ($101.5 million), and Charlotte ($125 million). If you are registered to vote in any of these communities, we encourage you to vote for your local housing bond to help leverage additional public and private dollars for affordable housing.
Tax Amendments on the Ballot
Today, North Carolinians will vote on two constitutional amendments related to taxes. One caps income tax rates for individuals and corporations at 3.5 percent, and one requires the state legislature to put limits on local revenue from property taxes, reducing the resources communities can use for emergency response, schools, infrastructure and other needs.
Putting limits on property taxes — the biggest source of funding for local governments — and income taxes — the biggest source of funding for state government — would make it harder for our counties and towns to provide the services we need.
For more information on the property tax amendments, you can also check out this resource from the NC Budget & Tax Center and this resource from You Can Vote.
John Locke Foundation Publishes, Retracts Incorrect Property Tax Calculator
A couple of weeks ago, the John Locke Foundation (JLF) published a “NC Property Tax Savings Calculator” that claimed to show potential individual property tax savings for homeowners under a statewide levy limit. However, the underlying data contained a significant calculation error which drastically inflated reported savings. JLF has since taken down the calculator and retracted the data, but not before the incorrect data circulated online and in the media. We encourage you to check out our latest blog from last week, where we broke down the data errors and other methodological issues, and we have our own analysis on the impacts of a potential levy limit ahead of this year’s election.

2025 ACS Data Published
Last week the US Census released the 1-year ACS data for 2025. Novogradac reports that the data shows a 3.75% increase in national median income, which they estimate will increase the 2027 cap on HUD income-limit increases by slightly more than 7.5%.
