Housing Day 2026 Registration Closes This Week

This is the last week to register for NC Housing Day 2026 on April 28-29 in Raleigh! On April 29, we will meet with our state legislators in Raleigh and tell them that affordable housing is important for North Carolina, and the state has a vital role to play. There are also opportunities for training and networking on April 28. Registration closes April 3 at 5pm.

NC Housing Day is hosted by us, Habitat for Humanity NC, the NC Community Land Trust Coalition, and the NC Coalition to End Homelessness. Register now, and visit our event page for more information.

Mark Shelburne, Novogradac

Topic: Connecting Property Taxes and LIHTC

Mark Shelburne is a housing policy consultant with Novogradac  based in Raleigh, North Carolina. He previously served as the director of the Office of Housing Finance and Development at the Georgia Department of Community Affairs, and counsel and policy coordinator at the North Carolina Housing Finance Agency. Mark works nationally with state agencies, local governments, equity providers, lenders and more. He is also a former member of the North Carolina Housing Coalition Board of Directors. We are very excited to have him here with us today.

Federal Updates

President’s Partial Budget Request Expected Friday, April 3

The Trump Administration is expected to release a partial budget request for FY 2027 on Friday, April 3. The budget request signals the policy priorities of the White House but does not actually dictate funding. This year’s HUD request is expected to include drastic funding cuts, similar to the President’s proposal for FY2026. Last year, thanks to strong advocacy efforts Congress rejected the president’s proposed cuts and instead provided significant funding increases for HUD.

Housing Counseling NOFO for FY25 Finally Released

The Department of Housing and Urban Development (HUD) released the FY25 Comprehensive Housing Counseling and Housing Counseling Training Notice of Funding Opportunities last week. For our housing counselors and housing counseling agencies listening, please be on the look out for an email from us so that we can touch base about the NOFO and other timely advocacy issues.  HUD approved housing counseling agencies interested in joining NCHC’s housing counseling network should contact Stacie Darden, Deputy Director.

21st Century ROAD to Housing Act Update

The House and Senate are still in a stalemate over differences in the bipartisan 21st Century ROAD to Housing Act. Last week, Congresswoman Maxine Waters (D-CA), the top Democrat on the House Financial Services Committee, sent a letter to the House Democratic Caucus calling for a conference committee to formally reconcile the House- and Senate-passed versions.

DHS Secretary Mullin Confirmed

Last week, Senator Markwayne Mullin (R-OK) was confirmed by the U.S. Senate as the new Secretary of the Department of Homeland Security (DHS), replacing former DHS Secretary Kristi Noem. In this role, Sen Mullin will oversee FEMA, which has been under DHS since 2003.

Organizational Sign On Letter – Due April 1

The National Low Income Housing Coalition (NLIHC) collaborated with the National Housing Law Project, The Wilderness Society, and the Public Lands Center to draft a sign-on letter, opposing the mass sell-off of federal land without key guardrails or affordability requirements. The deadline for organizations to sign this letter is tomorrow, April 1. NLIHC encourages organizations to sign on and share the letter with their networks.
