Join us Thursday, December 4 from 1:30-3:00 for our virtual End of Year Policy Update, featuring Executive Director Samuel Gunter and Director of Housing Policy Stephanie Watkins-Cruz. Since January, unprecedented Federal policy changes have upended the housing ecosystem, with impacts ranging from the cost of construction to families’ abilities to access essential programs and resources. At the state level, the lack of a budget has put essential housing funds in jeopardy. This End of Year Policy Update will review the changes to Federal and state housing policy and funding so far, examine current threats to the housing ecosystem, highlight ongoing advocacy opportunities, and explore how we can prepare for the year ahead. Federal Updates

Lawsuits Filed for CoC NOFO
Last week, a bipartisan group of 20 states (NC is not one of them) filed a lawsuit against the Trump administration for the unlawful funding restrictions placed on the Continuum of Care grant program. These changes will drastically reduce Permanent Housing funding and move the funding to Transitional Housing with work requirements – a decision that HUD staff estimate could put more than 170,000 people at risk of homelessness. Yesterday, both the National Alliance to End Homelessness and the National Low Income Housing Coalition announced that they also had joined a similar lawsuit brought on by a coalition of nonprofits and cities.

Call to Action: The National Alliance to End Homelessness is calling on advocates to contact their members of Congress and ask them to take action to stop HUD’s changes to the CoC grant program.

State Updates

NC AG Reaches RealPage Settlement
On Nov 24, NC Attorney General Jeff Jackson and eight other bipartisan state attorneys general reached a $7 million settlement with Greystar Management LLC, North Carolina’s largest landlord with more than 25,000 units across the state. Attorney General Jackson sued Greystar and other landlords in January for illegally working together and using RealPage’s AI software to raise North Carolinians’ rents. As part of the settlement, Greystar will stop using non-public data from other landlords, either through RealPage’s software or by other means, to set rents. Earlier in October, Greystar settled a class action lawsuit with renters for $50 million.

Disaster Recovery Updates

Renew NC Single-Family Housing Program is accepting applications until the end of the month. The Renew NC Single-Family Housing Program  is a centralized housing rehabilitation, reconstruction or replacement program that will prioritize  low-to-moderate income  families with seniors aged 62 and older, children, and/or disabled household members impacted by Hurricane Helene.

The National Housing Preservation Database (NHPD) has been refreshed to provide the latest data to preserve affordable homes across the country.

Worst Case Housing Needs: 2025 Report To Congress | U.S. Department of Housing & Urban Development

First published in 1973, this report is released every 2 years and draws on data from the American Housing Survey funded by HUD and conducted by the U.S. Census Bureau. Main findings from this year’s report:

  • Economic growth has been insufficient to lift the wages of low-income renting families high enough to make rent affordable.
  • National macroeconomic policies, such as record immigration, have combined to drive sustained high rental demand, which has continued to place upward pressure on rent prices.

US Census Bureau: Hurricane Helene Recovery Data

The U.S. Census Bureau has developed data products to help understand the impact and recovery efforts for Hurricane Helene. One of these products is the Census Bureau’s Assessment, Recovery, and Evaluation datasets or CAREs. This dataset allows users to find relevant information about the population, disaster exposure, and recovery all in one source.

We advocate for affordable housing because we want to see safe, healthy, thriving communities in North Carolina, and operations that include racial profiling, targeted public harassment, and arrests by masked agents only instills fear and jeopardizes the safety and livelihoods of our neighbors. We continue to monitor ICE/CBP activity in NC and connect with our partners about the impacts of these operations on our communities.
