Federal Updates

Three Federal Advocacy Opportunities from the National Low Income Housing Coalition (NLIHC)
Since February, HUD has published several proposed regulatory changes that would have harmful impacts on HUD tenants. Each of these proposals is currently open for public comment:

  • HUD’s proposed Mixed-Status rule, which would require families with mixed immigration statuses (mixed-status families) in certain HUD programs to choose between remaining together and losing their housing assistance;
  • HUD’s proposed rule that would allow public housing agencies (PHAs) and HUD-assisted owners to adopt work requirements and time limits on assistance; and
  • HUD’s proposal to repeal the requirement that PHAs and project-based rental assistance (PBRA) owners provide households with at least a 30-day termination notice prior to filing an eviction action for nonpayment of rent (30-Day Notice Proposal).

State Updates

The Short Legislative Session of the NCGA has officially begun!

Upcoming Legislative Committee Meetings
The House Select Committee on Involuntary Commitment and Public Safety will convene this morning, April 14, at 10 a.m.

The House Select Committee on Property Tax Reduction and Reform will convene tomorrow, Wednesday, April 15 at 10 a,m. The committee will likely vote on any amendments or final versions of the proposed legislation under discussion.

In his first trip as DHS Secretary, Markwayne Mullin traveled to WNC last week. Mullin recently rescinded a burdensome policy implemented by former DHS Secretary Kristi Noem that required the Secretary’s approval for all expenditures over $100,000.

2026 Economic County Snapshots For North Carolina | NC Budget & Tax Center
Maps some of the same housing affordability indicators we publish in our County Profiles, including Fair Market Rent, renter cost burden, and hours of work at minimum wage needed to afford Fair Market Rent. Also provides county-level data on educational attainment, income, employment, poverty and health indicators.

How Affordable Homes Strengthen People and Communities: 2026 Housing Impact Report | Public and Affordable Housing Research Corporation
5 Key Findings:

  • Affordable housing programs support 6.62 million households nationwide, including older adults, people with disabilities, and families with children.
  • Affordable housing programs are increasingly serving more vulnerable populations, including households with extremely low-income, older adults, and people with disabilities.
  • Most assisted households that can work are working. As of 2024, 86% of non-disabled working-age assisted households were working at some point during the last week or year.
  • The median household receiving rental assistance remains assisted for only 4 years.
  • Households wait an average of 17 months for housing assistance, with wait times exceeding 3 years in some states.
