ACTION ALERT: Funding Freeze Will Impact Disaster Recovery and Housing

UPDATE 1/30/25: While OMB Memo M-25-13 has been rescinded, “[t]he President’s [Executive Orders] on federal funding remain in full force and effect, and will be rigorously implemented,” according to White House officials. It is still unclear if a funding freeze will go into effect for certain programs, and as of this morning some housing programs were still unable to draw down funds through federal payment portals. Until the White House and OMB commits to distributing all of the funds that have been lawfully appropriated by Congress, we urge you to continue contacting Sen. Tillis, Sen. Burr, and the members of Congress who represent your district and the districts your organization serves. You can check here for ongoing updates on the status of the funding freeze.

On January 27, 2025, the Office of Management and Budget (OMB) released a memo – M-25-13 – which calls for the Temporary Pause of Federal Agency Grant, Loan, and Other Financial Assistance Programs. The order applies to all congressionally approved federal grants and loans and excludes all assistance received directly by individuals. The freeze goes into effect today, January 28, 2025 at 5:00pm. 

It’s unclear when and whether the funds will be released again, the legality of the order, and the full scope of impact.

What we do know for certain, is that when it does go into effect it is going to have a wide-ranging impact on federal resources and programs related to:

  • Disaster relief and recovery for Western North Carolina, 
  • Assistance that allows people to afford and remain in their homes, 
  • Resources dedicated to addressing and preventing homelessness,
  • And dozens of other critical housing and community development programs.

Lastly, it is important to highlight that this freeze impacts any and every industry that is tied to or receives federal funding. This means resources for infrastructure, business, healthcare, childcare, community revitalization, and much more are also implicated in this.
