Federal Updates

White House Proposes DHS Spending Plan, Vote Planned for This Week

The Trump administration and Democratic lawmakers continue to negotiate amidst a partial government shutdown of the Department of Homeland Security (DHS), which includes FEMA. Last Thursday, the White House proposed another counteroffer to Democrats, who are demanding substantial reforms to immigration enforcement procedures. However, Republican lawmakers are now pressuring Democrats to pass the DHS spending bill without changes, citing the increased military action against Iran over the weekend as a threat to national security. On Monday, Senate Democrats reaffirmed that they do not intend to end the government shutdown until their demands are met, although they do support a separate bill that would fund FEMA and other parts of DHS through September. House Speaker Mike Johnson said Sunday that he plans to hold a vote this week, probably Thursday.

Senate Democrats Introduce Bill to Curb Corporate Homeownership

Last week, Senate Democrats introduced the American Homeownership Act, a bill that would end federal tax deductions and other benefits for corporations purchasing homes. The bill also proposes increased antitrust enforcement and new investments in affordable housing using the funds saved from ending corporate tax breaks. The bill aligns with President Trump’s recent executive order to curb corporations from buying tens of thousands of single-family homes across the US.

Sen. Berger Proposes Twelve-Month Pause in Property Tax Revaluations

Days ahead of today’s primary election, NC Senate President Pro Tempore Phil Berger proposed a twelve-month pause on property tax revaluations across the state. According to Sen. Berger, this would give lawmakers time to enact property tax reforms. However, a pause on revaluations may end up costing counties money, as revaluations take two or more years of planning and rely on recent home sales. At least twelve counties are planning revaluations in 2026, and 25 counties are planning revaluations for 2027.
