Last week our Director of Housing Policy and Senior Policy Analyst spent the week in D.C. attending the National Low Income Housing Coalition’s Policy Forum, and the National Community Reinvestment Coalition’s Just Economy 2025 conference. Throughout the week we connected with partners new and old across the Country, exchanging ideas, information, and advocating for federal resources and efforts that serve as the foundation for our housing ecosystem.
Federal Policy & Advocacy Updates
Federal Agencies announce intent to rescind 2023 CRA Final Rule
Last Friday on March 28, the Federal Reserve Board, the Federal Deposit Insurance Corporation, and the Office of the Comptroller of the Currency announced that they intend to rescind the 2023 Community Reinvestment Act (CRA) final rule and reinstate the previous CRA rule from 1995.
First ever Congressional briefing hosted by ACTION for the Housing Credit
Last Tuesday, ACTION hosted a Congressional Briefing on the Housing Credit for Members of Congress and their staff, and one of the panelists included North Carolina’s very own Scott Farmer, the Executive Director of the NC Housing Finance Agency, who also serves on the National Council of State Housing Agencies.
We are anticipating the reintroduction of the Affordable Housing Credit Improvement Act (AHCIA) next week – the week of April 7. This version of the AHCIA is not anticipated to change much except the House version to include what they are calling a Sense of Congress provision that mirrors the Sense of the Senate language from last congress in order to encourage states and localities to reform or remove discriminatory land use policies.

SB499 – Allow Housing Near Jobs
SB495 – Regulation of Accessory Dwelling Units
SB492 – Single Stair Building Code Reform.

- NLIHC Releases The Gap 2025: A Shortage of Affordable Homes | National Low Income Housing Coalition
- The report finds that the lowest income renters in the U.S. face a shortage of 7.1 million affordable and available rental homes. This leaves extremely low-income renters saddled with housing cost burdens, with nearly 87% spending more than 30% of their income on housing and 75% facing severe cost burdens, spending more than 50% of their income on rent. As a result, extremely low-income renters account for over two thirds of all severely cost-burdened households, despite only representing a quarter of renters.
