Reconciliation
Senate majority leader John Thune is hoping to bring the Reconciliation bill for a vote as early as this week. While HUD funding is not directly affected by the reconciliation process, the anti-poverty programs being considered for cuts (Medicaid, SNAP) would have a huge impact on the economic stability of the lowest-income households.

Advocacy Reminder: Federal budget and policy decisions continue to threaten the future of key housing and community development programs and resources. Earlier this month, HUD published a proposed rule to rescind Affirmative Fair Housing (AFFH) regulations. If finalized, the rule would remove requirements that ensure owners of FHA-insurance or Multifamily Housing rental assistance programs use an affirmative fair housing marketing plan to advertise their properties. This long standing, historically uncontroversial rule is designed to ensure outreach to all potentially eligible households, especially those least likely to apply for assistance. This is especially important if a development is located in a low-poverty area. Public comment is due July 3.
State Updates
Legislative Update
State Budget negotiations have stalled and it’s become clear we won’t have a budget passed before the state’s new fiscal year begins on July 1. Funding will continue at the recurring level from the previous year’s budget until a budget is passed. On June 23, the Senate released a mini-budget that would provide limited additional funding for more immediate nonrecurring spending needs. We are following it and will continue to keep you updated.

- Senate Passes $700M Helene Recovery Bill
Back in May, the House passed an additional round of Helene recovery funding. The bill (H1012) has been sitting in the Senate since then. Some Senate Republicans originally wanted to use it as leverage in State Budget negotiations, but with budget negotiations stalled, the bill is finally moving again.
Late Monday, 6/23, the NC Senate passed another round of Helene recovery funding that would add $700M in state funds to Helene relief efforts. The sources of funding and their proposed uses are quite different from the House version of the bill, so now the bill will head back to the House. If the House doesn’t agree with the Senate’s version, a conference committee with members of both houses will work on negotiating a compromise bill. We’re looking into the two versions of the bill and will have more analysis out soon.

Other State Updates
The NC Housing Finance Agency recently approved more than $6.7 million in funding for the construction and rehabilitation of 11 properties that will help boost the state’s housing market by improving the stock of affordable housing for North Carolinians with special housing needs.
This funding is awarded through the Agency’s Supportive Housing Development Program (SHDP), which is primarily supported by the North Carolina Housing Trust Fund. SHDP finances emergency, transitional and permanent housing services for North Carolina residents who are below 50% of the area median income, including people experiencing homelessness, children and youth who are in or aging out of foster care, people with disabilities, survivors of domestic violence and more.

- Reminder: The Renew NC Single-Family Housing Program began accepting applications last week. Low-to-moderate income Helene survivors living in owner-occupied homes damaged by the storm can apply for assistance with housing rehabilitation or replacement. Priority is given to households with seniors (62+), children, and/or people with disabilities. The program is funded by HUD’s Community Development Block Grant – Disaster Recovery (CDBG-DR) program and is administered by the North Carolina Department of Commerce. Applications will be accepted through the end of 2025.
