HAC is a non-profit that provides safe and affordable housing

The Housing Assistance Executive Director is responsible for the overall management of organization and all its programs (Home Repair & Rehabilitation, Housing Counseling, Direct Purchase Packaging and Multi-Family & Single Family Development. The Executive Director ensures HAC is: 1) In compliance of all laws and guidelines set by federal, state and local government as well as funders. 2) Financially Stable with a Sustainability Plan in Place 3) Properly but Fiscally Staffed to Carry Out Mission and Objectives

Principal Duties and Responsibilities:

General Operations:

Work with HAC Board of Directors to execute the board’s overall organizational goals and ensure organizational direction meets the board’s strategic plans. Use independent judgement and initiative as required to ensure organizational policy and goals meet framework developed by HAC Board of Directors is maintained.

Report to HAC Executive and Finance Committee monthly on the organizational financial status and integrity; record minutes of those meetings. Ensure all reports are represented accurately and transparently.

Ensure organizational internal controls are maintained.

Work with Finance Director to ensure timely execution of the Annual Audit.

Work with Directors to create and manage an annual Operating Budget.

Report bi-monthly to HAC Board of Directors on organizational status and direction.

Establish organization policy and management systems to ensure federal, state and funder requirements are meet. Report to Policy and Procedures Committee quarterly for review and status update of organizational policy and procedures.

Responsible to the HAC Board of Directors for oversight and management of administrative and general operational activities including, but not limited to:

  • Supervision of bi-weekly payroll
  • Administering Employee reviews
  • Planning and coordinating monthly staff meetings
  • Ensure proper employee training as may be required by Federal, State, and Agency needs
  • Ensure proper insurance policies are in place for both Agency and staff, including oversight of employee benefit compliance
  • Ensure a pleasant and safe working environment for staff and clients
  • Maintain organizational structure including up to date organizational charts

Review and analyze current issues and recommend action to the HAC Board of Directors.

Advocate for organizational needs with appropriate Local, State, and Federal administrations and legislatures. Work with state, regional and national advocates that represent HAC’s interests and positions on legislation and governmental policy.

Multi-Family Development:
Oversee, source and create partnerships for Housing Developments based upon tax credit/HUD/Mixed Income etc.; including but not limited to land acquisition, construction and financing.

Oversee and approve Multi-Family Financials and capital or reserve expenses

Communicate directly with external consultants, professionals, contractors, funders and PPM Management consistently to ensure organizational success

Participate in Mutli-Family Annual Inspections to ensure appropriate compliance

Work towards program sustainability

Develop pro-forma cash flow financing options along with overall program financial planning.

Single Family Development:
Work with Director of New Construction on Development Planning

Work and negotiate with Municipalities/Counties on behalf of HAC’s organizational goals and interests

Coordinate all financing, including loan options, for Single Family Development

Home Repair and Rehabilitation:

Assist Director of Housing Rehabilitation as required to ensure program goals are achieved.

Community Outreach and Resource Development:
Work with outreach team on donor cultivation and major gifts

Identify and develop resources, both public and private, to support the goals and objectives of HAC.

Promote collaboration and partnerships with external organizations and agencies to maximize organizational efficacy, including but not limited to:

  • Henderson County Partnership for Economic Development
  • USDA
  • HAC HC
  • HUD
  • NCHFA
  • NC Housing Coalition
  • IPDC

Work to build partnerships in new communities in order to expand the work of the agency into related and supportive activities; establish relationships with funders and political and community leaders to build expansion opportunities.

Provide tours to stakeholders and potential partners as needed.

Assist Resource Development Team with Grant writing, including budgetary planning.

Assist Resource Development Team with comprehensive annual fundraising and sponsorships.

Work to source and negotiate land gifts.

Act as an external community presence on behalf of the organization and its programs; ensure that community presentations emphasize the successes and importance of agency programs.

Additional Duties and Responsibilities:
Maintain flexibility in order to tackle issues as they develop.

Acts as liaison with appropriate external agencies, groups and other entities for enhancing and achieve organizational objectives.

Travel as necessary to achieve organizational goals, including out of state travel as necessary.

Attend meetings and conferences as required to support organizational goals.

Work cooperatively with the HAC Board of Directors in performing duties that may differ from any duties originally assigned.

Develop and maintain positive working relationships with HAC Board of Directors, HAC Directors, and staff.

Maintain close working relationship with the HAC Board Chair.

Maintain a working relationship with the entire HAC Board of Directors.

Maintain a close working relationship with HAC Directors.

Maintain working relationships with local, state, and federal funding sources managers and monitors.
