Director of Home Ownership Programs

NCHFA is searching for a special candidate to help us with the very important work of Home Ownership Team.  If you have extensive knowledge of home ownership lending and single-family rehabilitation programs, you will help us lead this effort in North Carolina.

Main Objective: You will oversee the creation, development, on-going production, and compliance monitoring of the Agency’s Home Ownership lending and housing rehabilitation programs. This includes: the development and implementation of funding mechanisms and resources including tax-exempt bonds, mortgage backed securities and mortgage credit certificates; the development of program policies and guidelines for participation; analysis of Agency investments in these programs and continued assessment for program effectiveness and improvements.  In this position, you will provide leadership, directional, operational and compliance oversight for the home ownership lending and housing rehabilitation programs and staff.

Education & Experience: A bachelor’s degree from an appropriately accredited institution with a major in public administration, urban planning or a related field, and eight years of experience in the conduct of housing programs for low income households with three years of supervisory experience, is required.   An equivalent combination of education and experience will be considered.

Knowledge, Skills, & Abilities:

  • Knowledge of federal, state and local housing programs; financing and funding resources for purchase and rehab; mortgage lending practices; affordable housing development and housing rehabilitation programs
  • Ability to build and maintain positive relationships with employees at all levels
  • Decisive, creative, strong analytical skills,
  • Strong attention to detail, good judgment, and political savvy.
  • Experience in strategic and operational planning highly desired.
  • Consensus building for collaborative projects; program evaluation.
  • Ability to be an effective and strategic partner on the Agency’s senior management team.
